Current Traffic Violations and Penalties in KSA

In the wake of extensive social media usage, many rumors are being embedded with the reality. It becomes difficult for a common person to filter the truth being sandwiched in the falsehood.

Same is the case when it comes to mention traffic fines. All of us have experienced many fake images, showing fabricated text messages being received for a violation which the traffic department (commonly known as Muroor in KSA) has not started to penalize yet; or in some cases, exaggerated amount of fine is being shown, which keeps the masses unrest and disturbed.

Sharing here what is officially available on the website of Interior ministry, the true picture, so as to curtail the false rumors being spread.

Violations Table (1):  Fines not less than (S.R.500) and not more than (S.R.900)

Driving a vehicle without driving licence
2Driving a vehicle without back plate (vehicle will be kept in custody until settlement of violation)
3Driving on the opposite direction
4Moving fast, recklessly between vehicles on public roads
5Exceeding the speed limit by more than 25 klm/h
6Overtaking vehicles in curves and uphill(s)
7Uncovering, untying transported loads
8Non-stopping completely at the stop signal
9Not stopping at the signal driving priority ahead if there are vehicles moving on a priority road
10Allowing no priority to vehicles moving on the right side when they reach the intersection where there are equal movement priorities, when there are no priority signals
11Allowing no priority of movement for vehicles on the main road if there no priority signals
12Violating traffic police hand signals while organizing traffic and not giving his hand signals priority to traffic lights
13Allowing no priority of movement for vehicles in a roundabout by the vehicles outside it in the absence of lights signals or traffic policeman who organizes traffic
14Endangering lives by driving a vehicle without breaks or necessary equipment (vehicle will be kept in custody until settlement of violation)
15Not using necessary lights at night or while driving in bad weather conditions
16.Driving vehicle inside tunnels without lights

Violations Table (2): Fines not less than (S.R.300) and not more than (S.R.500)

1Making additional amendments to vehicle’s body without following proper procedures (vehicle will be kept in custody until settlement of violation)
2Driving a vehicle that pollutes environment on public roads (vehicle will be kept in custody until violation is settled)
3Exceeding the speed limit by not more than 25 klm/h
4Not complying with traffic regulations at roads intersections
5Using vehicle for unlicenced purposes
6Seating passengers in the vehicle in places other than those specified for them
7Non complying with road-limits marked on the lanes
8Leaving objects on public roads that endanger public safety
9Allowing no movement priority for VIP or emergency vehicles
10Using expired licence

Violations Table (3): Fines not less than (S.R.150) and not more than (S.R.300)

1 Not equipping trailers as required by regulations
2 Not presenting vehicle for periodic technical inspection
3 Infringing rules by using strong lights
4 Not following precautions required when parking on public roads in emergencies
5 Putting bars inside the vehicle that prevent driver vision
6 Driving without carrying the driving licence or vehicle registration licence
7 Leaving the vehicle on a slope road without taking necessary precautions
8 Violating rules for driving on roads
9 Not wearing seat belts
10 Non-using safety seats meant for children
11 Defying priority rules
12 Using cell phone while driving
13 Misusing vehicle’s horn
14 Driving within lanes not intended for driving
15 When animals owners do not keep their animals away from road

Violations Table (4): Fines not less than (S.R.100) and not more than (S.R.150)

1 Leaving vehicles on public roads in unauthorised areas unnecessarily
2 Throwing any objects outside the vehicle while it is moving
3 Driving a vehicle without front plate numbers
4 Getting off or riding into a vehicle while it is moving
5 Pedestrians crossing roads from places other than those allocated for them
6 Pedestrians non-compliance with signals defined for them
7 Slowing down driving in a manner that impedes smooth flow of traffic
8 Parking in places not specified for parking
9 Parking in places defined for persons with special needs if you are not from that category
10 Not focusing on road while driving
11 Absence of an insurance policy

Violations Table (5): Fines not less than (S.R.1000) and not more than (S.R.2000)

1 Stopping on railways
2 Carrying passengers whose number is more than the number stipulated in the licence
3 Refusing to present driver’s or vehicle’s identifying papers when required by authorized persons
4 Not preserving vehicle’s plates number
5 Non-completion of transfer of vehicle ownership
6 Non-completion of vehicle use domain
7 Exceeding time limits set for exporting a vehicle prepared for export
8 Not wearing a helmet when riding a motorbike

Violations Table (6): Fines not less than (S.R.3000) and not more than (S.R.6000)

1 Driving a vehicle without plates (vehicle will be kept in custody until settlement of violation)
2 Using forged registration plates (vehicle will be taken into custody until removal of violation)
3 Using illegal plates (vehicle will be kept in custody until settlement of violation)
4 Fixing equipment on the vehicle like those used in official and emergency vehicles (vehicle will be kept in custody until violation is settled)
5 Not stopping while the red traffic light was on
6 Overtaking school buses when they stop to load or unload
7 Driving public works vehicles (industrial, constructional, or agricultural) on road without taking proper precautions to avoid their negative effects (vehicle will be kept in custody until violation is settled)
8 Tampering with traffic regulating signs
9 Not stopping at check points when there is a check point sign
10 Using unauthorized devices inside the vehicle or fixing logos or posters contrary to public morals

Violations Table (7): Fines not less than (S.R.5000) and not more than (S.R.10000)

1 Concealing or trying to conceal or blur the special features of the vehicle (vehicle will be kept in custody until violation is settled)
2 Driving under the influence of alcohol, drugs or medicine which was warned not to drive if taken
3 Carrying out road-works before notifying the relevant authorities

The driver does not stand at the accident scene, does not report the accident and does not provide the necessary assistance to the accident victims. A fine not more than (S.R.10000), a jail for a period not exceeding three months or both penalties.
Repairing the vehicle’s exterior, making modification that affects the vehicle’s dimensions, weight or engine force, or making changes in the shape or color of the vehicle, or removing its chassis registration numbers without prior authorization. First time: Fines S.R.10000 minimum – S.R.50000 maximum. Second time: Doubling the fine decided in the first time. Third time: Doubling the fine decided in the second time and closing the workshop.
Taking into custody, mortgaging or holding on a driving license, or vehicle registration license by any person. Fines minimum: S.R.1000 Fines maximum: S.R.2000
Opening a show-room to sell vehicles without getting approval of the Traffic Dept. and obtaining the commercial register. Fines S.R.100000
Allowing any sold vehicle to move outside the show-room prior to ownership transfer or delivering of the show-room contracts and adding the vehicle to other persons. First time: S.R.1500 Second time: S.R.3000 Third time: S.R.8000 and one month’s closure. Fourth time: license cancellation.
Making modification, change or abrasion in the sales records, or selling or renting the show-room without getting an approval from the relevant department. First time: Fines S.R.10000 minimum – S.R.50000 maximum. Second time: Doubling the fine decided in the first time. Third time: Doubling the fine decided in the second time and one month’s closure. Fourth time: license cancellation.
Failure to inform the Traffic Department about the sale or damage of a vehicle outside the Kingdom. Fine not exceeding S.R.10,000
Over-drifting violation. First time: Vehicle will be booked for 15 days; the violator will be fined S.R.20000 and referred to court to consider jailing him. Second time: Vehicle will be booked for one month; the violator will be fined S.R.40000 and referred to court to consider jailing him. Third time: Violator will be fined S.R.60000 and referred to court to decide into confiscating the vehicle or fining him the same value of the rented or stolen vehicle and jail him.
